Dr. Mann received his B.S. and M.S. degrees in Electrical Engineering from the California Institute of Technology, a Ph.D. in Electrical Engineering from USC, an Executive M.B.A. from UCLA, and is a Certified Management Consultant and is Board Certified in Business Appraisal.


Dr. Mann is the Chairman of EnCompass Knowledge Systems, Inc., which provides software and services for corporate governance and knowledge management, and the Chairman of the Blue Marble Companies, a general management and technology consulting firm. Clients range from new ventures to major multi-national corporations, government agencies around the world, including the United Nations. He is also a Chair with TEC, an international organization of CEOs; and an Adjunct Professor in the Industrial and Systems Engineering Department of the University of Southern California.
Earlier in his career, he founded several engineering, manufacturing, and service firms; managed major business units of leading aerospace companies; served as the CEO of a diversified high technology corporation. He was also a co-founder and Managing Partner of a corporate development firm serving the middle market. He currently serves as a director and on the advisory boards of companies in the high technology, consumer products, and health services sectors.
He also has served on the Army Science Board as Chairman of the Ballistic Missile Defense and Directed Energy Weapons panels, as a member of an international government and industry working group on enhancing international cooperation in technology, and as a member of the Board of Examiners for the Malcom Baldrige National Quality Award.


Dr. Mann has authored more than 100 articles and video programs and a dozen patents.


Dr. Mann has received the Patriotic Civilian Service award from the Secretary of the Army, and is listed in Marquis Who's Who in Science and Engineering, Who's Who in Finance and Industry, Who's Who in America, and Who's Who in the World.
